A 3,016 unit condo/hotel in two towers (48 and 47 story) over a 5-story podium containing a casino, retail, restaurants, 1,800-seat theater, rooftop club, pools and spa, underground parking. The building occupies the entire site like in a major urban setting and engages the sidewalk, populating it with store fronts that beckon to tourists by its transparency. The glass podium engages the street while its panels fold theatrically in dramatic angles. Three levels of shops and restaurants within become part of the boulevard experience. The architecture is not based on a place or period in history but is instead designed as modern glass sculptures. They create forms that are abstract. These glass prisms twist and fold and define the skyline.

The roof of the podium established a whole new environment. The entire roof is covered in a layer of water. Islands dot this sea, and beaches surround it to create a special world. Two sculptural 50-story towers emerge from this water surface and their form gets reflected in it adding to the drama of their forms. Their glass façades glisten in the night sky with comets speeding toward the boulevard. The buildings are no longer static but instead in motion. They announce the casino and hotel by their sheer presence. They are the marquee. The focal point remains the casino. It is located at the epicenter of the development. It is reached by a glass enclosed monumental galleria. It cuts diagonally through the site and rises through several levels of activity to the rooftop ocean. The casino serves as the entrance to the hotel lobbies, restaurants, entertainment and retail above. It is the grand foyer to a multi-use complex.
